Advances in generative AI make manipulated audio and video easier to produce and harder to detect. Deepfakes can degrade trust in legitimate reporting and provide bad actors with tools to mislead at scale. Combating these threats requires both technical safeguards (watermarking, provenance systems) and social solutions: media literacy, transparent platform practices, and fast response mechanisms from trusted institutions.
Designing for Democratic Outcomes
Algorithmic choices are not neutral. Prioritising speed or time-on-site privileges different values than optimizing for informational diversity or civic relevance. Institutes, platforms, and policymakers should therefore evaluate systems against democratic metrics: fairness, transparency, accountability, and explainability. Independent audits, open model cards, and public impact assessments can help ensure algorithms align with the public interest.
Policy and Civic Responses
Regulation has a role to play, especially when platform dynamics affect elections and public safety. But rules alone are insufficient. A healthier public sphere needs multi-stakeholder governance: platform engineers, journalists, civil society, and researchers working together to set norms, share detection tools, and develop rapid response strategies. Public funding for independent verification labs and civic-technology pilots can also strengthen resilience.
